Should BotWave optimise for Yandex if we don't target the Russian market?

IndexNow covers Yandex for free as a byproduct of the Bing ping, so the cost is zero. Optimising specifically for Yandex ranking (Russian content, .ru hreflang) is only worthwhile if we expand into the CIS market.
